Italy faces social emergency risk due to pension disparities
An analysis by the employer organization Unsic, based on Inps data, warns of a potential social emergency in Italy driven by significant regional disparities in pension income. The national average gross annual pension stands at 22,621 euros for over 16 million retirees, but inflation has largely eroded the modest 400-euro increase seen over the last decade.
Regional inequality is stark, particularly between the North and South. Lombardy reports the highest average at approximately 25,500 euros, while Calabria records the lowest in Italy at roughly 17,600 euros. This gap, which can exceed 650 euros per month, is attributed to differences in labor market stability, industrial presence, and the prevalence of welfare-based benefits in southern regions.
Future outlooks remain concerning as Italy transitions from a mixed pension system to a pure contributory model. Unsic President Domenico Mamone noted that as the mixed system becomes residual, pension checks are expected to become increasingly lighter. The shift, stemming from the 1995 Dini reform and the 2012 Fornero reform, makes benefits more dependent on actual contributions and retirement age.
