Italy healthcare: New solidarity fund proposal and regional spending updates

In Italy, healthcare funding and resource allocation are facing new structural proposals and regional adjustments. The National Federation of Orders of Physicians, Surgeons and Dentists (FNOMCeO) has proposed the creation of a national solidarity fund for health. This fund would supplement ordinary National Health Service financing to address territorial disparities and ensure equal care opportunities for all citizens.

FNOMCeO President Filippo Anelli highlighted the gap between estimated healthcare needs and available funding, noting a lack of resource continuity beyond 2026. The proposal follows discussions regarding the implementation of essential levels of care and the need for stable financing for territorial structures developed through the PNRR.

At the regional level, Puglia has confirmed spending caps for outpatient specialist services provided by accredited private facilities for 2026, with costs expected to slightly exceed 100 million euros. The regional government has also removed the 10% representativeness threshold for employer associations to allow broader participation in discussions regarding budget distribution and the reorganization of guidelines for 2027. These measures aim to reduce waiting lists by aligning service purchases with current care needs.
