Italy implements FER X decree amid renewable energy investment hurdles

Italy is navigating a complex transition toward renewable energy following the implementation of the FER X decree. This new regulatory framework, approved by the European Commission, aims to support the production of electricity from renewable sources to meet 2030 decarbonization targets. The decree provides for a maximum contingent of 37.15 GW of new renewable capacity, covering solar, wind, hydroelectric, and gas purification plants.

Under the new rules, plants with a capacity of 1 MW or less can access support mechanisms directly, provided they meet specific environmental and technical requirements. Larger plants must undergo competitive bidding processes managed by the GSE. While the decree is intended to provide greater certainty for operators, industry representatives emphasize that reducing bureaucratic hurdles is essential to transform these rules into concrete investments.

Currently, the Italian energy transition faces significant structural challenges. Estimates suggest that over 50 billion euros in private investment could be stalled due to bureaucratic delays, overlapping administrative competencies, and local opposition. To reach the goal of 60% renewable electricity production by 2030, experts suggest an annual investment of approximately 10 billion euros is required. Data indicates that 12 Italian regions are currently lagging behind their renewable capacity targets.
