Overview
Italy is advancing its renewable energy transition through regulatory frameworks and social initiatives. Under the FER X decree, the Gestore dei Servizi Energetici (GSE) has published operational rules for auctions targeting 27.15 GW of new renewable capacity for plants exceeding 1 MW. Smaller projects under 1 MW can access incentives directly. GSE CEO Vinicio Mosè Vigilante stated these rules provide the “necessary certainty to accelerate investments,” though industry representatives have previously warned that bureaucratic hurdles could stall significant private investment. To reach the goal of 60% renewable electricity production by 2030, the government is also managing the economic impacts of the EU’s ETS2 system. The approved Climate Social Plan, featuring the ‘energia plus’ subsidy, aims to assist approximately 4.7 million low-income households between 2028 and 2031. Renewable Energy Communities (CER) remain a central component of this transition. During the Rimini Meeting, the GSE reported significant progress under the PNRR framework, with 48,750 requests submitted and 30,299 applications admitted, totaling 779 million euros in contributions and 1,763.6 MW of capacity.
Regarding the industrial crisis in Taranto, Minister of Enterprises and Made in Italy Adolfo Urso confirmed that four major entities, including a significant Italian consortium and a large European operator, are competing for the ex-Ilva steel plants. A government meeting at Palazzo Chigi is scheduled for September to examine these interests and develop an extraordinary plan for the territory, following court orders to close the plant’s ‘hot area’ by the end of October. Additionally, the Ministry (MIMIT) announced over 505 million euros for research and development projects in Southern Italy to boost innovation and competitiveness.
