Italy launches Rottamazione-quinquies for local tax and fine settlements

The 'Rottamazione-quinquies' program for local government debts has officially launched in Italy. Starting October 16, 2026, taxpayers can submit online applications to settle outstanding debts related to municipal and regional taxes, including IMU, Tari, vehicle tax (bollo auto), and traffic fines. The application window remains open until December 15, 2026.

This measure applies specifically to debts managed by the Agenzia delle Entrate-Riscossione for charges issued between January 1, 2000, and December 31, 2023. Approximately 1,500 local entities have opted into this national collection channel. The program allows for the elimination of certain penalties, interests, and surcharges, provided the taxpayer pays the principal amount.

Taxpayers can request an information prospectus via the Agenzia delle Entrate-Riscossione website using digital credentials like SPID, CIE, or CNS. Payments can be made in a single lump sum by March 31, 2027, or through up to 54 bi-monthly installments, with a minimum installment amount of 100 euros. This amnesty does not cover debts managed directly by local entities or private collectors, which may implement their own separate settlement procedures.
