Italy fiscal and tax administration updates
Overview
Italy is managing various fiscal deadlines and administrative updates during the late summer and autumn of 2026. Key measures include tax intermediary duties, VAT, social security contributions, and the 730 pre-filled tax return. Taxpayers can access a 19% deduction on eligible education expenses, including tuition, transport, and canteen costs, up to a 1,000 euro limit per student. Under the 2026 Budget Law, parents with an ISEE below 30,000 euros may apply for up to 1,500 euros for private school enrollment.
As of October 2026, the ‘Rottamazione-quinquies’ program has launched, allowing taxpayers to settle debts incurred between 2000 and 2023, including local Imu, Tari, and traffic fines, through the Agenzia delle Entrate-Riscossione. Approximately 1,500 local entities have joined, including 1,481 municipalities, 11 provinces, and 5 regions. Participation is high in Southern Italy and the islands, as well as in major cities like Rome, Naples, Bari, Venice, Turin, and Genoa, though many northern cities have declined. Labor unions, such as Uil Abruzzo, have raised concerns regarding potential social inequity and territorial disparities caused by varying local participation.
The program is in its operational phase. From October 16 until December 15, taxpayers can submit electronic applications via SPID, CIE, or CNS. Under the amnesty, penalties, interest, and collection fees are waived, though principal debt and notification costs must be paid. Taxpayers may opt for a single payment by March 31, 2027, or up to 54 bi-monthly installments (minimum 100 euros). This measure applies only to debts managed by the Agenzia delle Entrate-Riscossione; taxes managed directly by municipalities are excluded.
