Italy implements solar initiatives to combat energy poverty and support agriculture
Italian authorities are launching initiatives to address energy poverty through solar energy. Roma Capitale has introduced a program to install photovoltaic systems on public housing buildings. These systems, ranging from 1 to 100 kWp, will be provided to residents via a free 20-year loan-for-use agreement, meaning no direct costs for families. The city has allocated 583,600 euros to support these installations and promote collective self-consumption within residential complexes.
In Lombardy, the regional government is testing pilot projects in Stezzano and Caronno Pertusella through buildings managed by Aler.
On a broader scale, agrivoltaics—the integration of solar panels with agricultural land—is being positioned as a way to boost Europe's renewable energy capacity. Studies suggest Europe could potentially generate 25 times its current electricity needs through agrivoltaics. While the practice offers economic and environmental benefits by reducing the land required for energy production, it remains a subject of debate regarding its impact on traditional farming. Significant investments are already underway, including the AgriSol project, with Italy receiving 1.7 billion euros in aid for such initiatives.
