Solar energy expansion in Italy

Overview

Italy is experiencing a significant expansion in solar energy adoption across various sectors. Residential adoption has grown, with photovoltaic systems exceeding two million units. This includes the rise of balcony-mounted ‘plug-and-play’ kits for apartment dwellers, which utilize microinverters to connect to standard outlets, despite being less efficient than traditional tilted rooftop panels.

In the agricultural sector, the government has implemented the Agrisolare scheme, distributing €770.4 million in grants to support over 7,400 projects. These initiatives aim to install approximately 505 MW of solar capacity on agricultural, livestock, and agro-industrial buildings. Demand for this funding, managed by the Gestore dei Servizi Energetici (GSE), significantly exceeded the available budget, with applications seeking more than double the allocated amount.

Efforts to expand solar capacity have recently extended to addressing energy poverty. Roma Capitale has introduced a program to install photovoltaic systems on public housing buildings, ranging from 1 to 100 kWp. These will be provided to residents through a free 20-year ‘loan-for-use’ agreement to eliminate direct costs for families, supported by an allocation of 583,600 euros to promote collective self-consumption. In Lombardy, the regional government is testing pilot projects in Stezzano and Caronno Pertusella via buildings managed by Aler.

Furthermore, agrivoltaics—integrating solar panels with agricultural land—is being positioned to boost renewable capacity. While studies suggest Europe could potentially generate 25 times its current electricity needs through this method, debates continue regarding its impact on traditional farming. Italy is already receiving 1.7 billion euros in aid for initiatives such as the AgriSol project.
