Italy introduces electricity discounts and updates home renovation bonuses

Italy is introducing a new voluntary electricity discount of up to 60 euros for households with an ISEE up to 25,000 euros who do not qualify for the standard social bonus. Regulated by ARERA under Decree 21/2026, this measure applies to residential electricity supplies for the 2026-2027 period. To qualify, households must meet specific consumption limits: no more than 500 kWh in the reference two-month period and less than 3,000 kWh in the preceding twelve months. The discount is not mandatory for energy providers; it is only available through operators who choose to participate.

Separately, upcoming changes to home renovation incentives are expected by 2027. The renovation bonus for primary residences is projected to decrease from 50% to 36%, with the annual spending cap being halved to 48,000 euros. The Ecobonus for energy efficiency is also expected to see reductions, potentially dropping to 30% or 36% depending on the property type. However, there are discussions regarding the possible return of a 65% Ecobonus for strategic interventions like heat pumps and thermal insulation, potentially funded by EU energy transition margins.

Consumers are also advised to monitor their utility bills for accuracy, specifically checking for estimated rather than actual readings, verifying contract profiles, and noting the two-year statute of limitations for payment claims.
