Italy revises tax credits, boosts renewable projects

In July 2026 the Revenue Agency issued a new guide for the 730 return that adds a deductible ceiling for incomes above €75,000 (€14,000 for €75‑100 k, €8,000 above), lowers the Superbonus rate to 65 % for projects started before 15 Oct 2024, and introduces two rates for building‑recovery credits depending on primary‑residence status. The exemption for fossil‑fuel boiler expenses is extended, and refunds can be blocked if a credit exceeds €4,000 or if the declaration shows major anomalies, triggering preventive checks that may involve banks, insurers, universities and other institutions. On 23 July 2026 a new electronic model for exercising Superbonus options (invoice‑discount or first‑credit‑transfer) became effective. It must be used for 2026 expenses and submitted by 16 Mar 2027, and references the August 2025 provision. Municipal pest‑control actions continued: Tortona carried out an adulticide spray on 23‑24 July across five public sites, while Trapani began cockroach disinfestation and rodent‑control on 21 July, with safety advisories for residents. The Transizione 5.0 business incentive entered its operational phase on 21 July. Companies with a positive preliminary assessment must confirm a 20 % advance payment through the GSE platform; the scheme offers tax credits of up to 180 % for eligible energy‑transition investments. The government also clarified housing‑related deductions. Ordinary condominium expenses remain non‑deductible, whereas extraordinary works on common areas (façades, roofs, installations, elevators) qualify for up to 50 % deduction (€96 k per unit). Eco‑bonus and Sisma‑bonus retain 36‑50 % rates; the Superbonus is capped at 70 % until end‑2024 and 65 % in 2025, with the 110 % rate limited to specific post‑earthquake reconstructions.
