Italy introduces new technical staff incentives under public procurement code
The updated Italian Public Procurement Code (D. Lgs. 36/2023) establishes technical incentives for internal personnel who perform designated tasks listed in Annex I.10. The incentive pool can reach 2 % of the contract’s base amount, with 80 % allocated to project managers (RUP), supervisors and collaborators, and 20 % earmarked for innovation, training and insurance. Payment requires proof of performed activities and compliance with general criteria.
A municipal regulation approved by the city council aligns with the national framework, creating a dedicated fund for around 300 municipal employees working on public works and urban planning. Proposed by personnel assessor Paolino D’Anna, the rule aims to reward merit and professionalism. D’Anna stated, “Puntiamo su meritocrazia e professionalità,” emphasizing the administration’s focus on recognizing technical competence in public projects.
