EU Packaging Regulation triggers industry concerns over rising costs

The European Union's new Packaging and Packaging Waste Regulation (PPWR), which entered into force on August 12, is prompting significant responses from the industrial sector. Companies are facing new obligations regarding recyclability and waste reduction that will extend through 2040.

Cristina Scocchia, CEO of illycaffè, noted that complying with the regulation could increase packaging costs by approximately 10% for her company alone. She emphasized the need for industrial realism, calling for predictable timelines and technical clarity to ensure sustainability does not undermine European competitiveness.

In Italy, Conai is providing operational tools, webinars, and technical guidance to help businesses adapt to the new rules, particularly those involving plastic packaging. Meanwhile, the broader European legislative landscape is also moving toward a ‘right to repair’ directive to reduce the 35 million tons of waste generated annually by discarded electronics.

Industry representatives, such as those from the mineral water sector, have expressed concerns that certain environmental mandates, like tethered caps, may increase plastic use and consumer costs. In Poland, businesses are also seeking clear guidelines to navigate the transition.
