Italy mandates registration and insurance for electric scooters

Effective 16 July 2026 Italy will require every electric scooter to be registered and to carry a mandatory liability‑insurance policy. Owners must obtain a six‑character alphanumeric identification plate or vignette, display it visibly on the vehicle, and be able to present proof of insurance during police checks. The law, which completes reforms started in 2024, aims to end the anonymity of scooters and make it easier to identify responsible parties in accidents or violations. Violations carry fines of €100‑€400 and may lead to immobilisation of the vehicle.

The measure is the first in Europe to combine compulsory registration with compulsory insurance for e‑scooters. It follows a dramatic rise in scooter‑related accidents: fatalities increased from one to 21 over five years, and annual accidents grew from under 600 to around 4,000. In 2024 there were 3,911 scooter‑involved crashes, 23 deaths and 3,751 injuries. The regulation also introduces a cost of €33‑€38 for the identification plate, and delays were introduced to allow technical adjustments between insurers and registration authorities.
