Italy implements new electric scooter and e-bike regulations

Italy is implementing stricter regulations and increasing enforcement regarding electric scooters and e-bikes to improve road safety. New national measures introduced by Infrastructure Minister Matteo Salvini mandate specific third-party liability insurance and identification plates for electric scooters. The insurance requirement, effective July 16, includes minimum coverage limits for personal injury and property damage.

Local law enforcement agencies have reported significant activity related to these vehicles. In Battipaglia, police seized 30 e-bikes that had been illegally modified to reach speeds of 45 to 50 km/h, far exceeding the legal limit of 25 km/h. In Gambettola, authorities recorded various violations, including improper scooter use and lack of insurance.

In Bari, police conducted large-scale checks in the Palese and Santo Spirito districts, resulting in multiple citations for scooter riders operating without plates or insurance. These enforcement actions target illegal modifications, lack of protective helmets, and unauthorized use of pedestrian zones.
