Italy Enforces Mandatory Insurance for Electric Scooters

From 16 July 2026 Italy’s road code requires every electric scooter to carry a civil‑liability insurance policy linked to an identification plate (targa). The law, aimed at a million scooters nationwide, sets fines of €100‑€400 for riding without coverage and penalties of up to €866 in some cases. Enforcement began immediately in Rome, where Carabinieri of the Radiomobile unit inspected 126 scooters, issuing 23 fines for lack of insurance, 17 for missing targa, and 33 for no helmet, totalling €8,140 in penalties. Only about one in ten scooters has a targa, creating compliance challenges. An Altroconsumo survey found five insurers offering online quotes, with annual premiums ranging from €155 to €417. The new requirement has also disrupted sharing operators: BitMobility halted its fleet nationwide, citing delayed insurance contracts and a potential cost rise from €136 k to over €2.2 million annually. The government estimates the rule will generate roughly €50 million in insurance revenue.
