Italy mandates insurance for electric scooters and enforces car safety gear

Italian law requires drivers to keep specific safety equipment on board. Under article 162 of the Highway Code, every vehicle must carry a reflective warning triangle and a high‑visibility vest that must be readily accessible, not stored in the trunk. Failure to have these items can result in fines and increased accident risk.

From 17 July 2026, Italy also introduces compulsory liability insurance for electric scooters, tied to a registration plate. The coverage must be a motor‑vehicle liability policy; riding an uninsured scooter incurs fines ranging from €866 to €3,464, possible seizure of the scooter, and higher penalties for repeat offences. The regulation also reinforces mandatory helmet use and applies to owners who lend their scooters.
