Italy mandates insurance for electric scooters from July 16
On 16 July 2024 Italy will enforce a new rule that obliges owners of private electric scooters to obtain a specific civil‑liability insurance policy. The measure targets roughly one million users and links the cover to the vehicle’s registration code, meaning a generic household policy is not sufficient. The basic annual premium is estimated at €35‑55, rising to €150 with additional guarantees, for a total expected cost of about €50 million across all owners.
Non‑compliant riders face fines of €100‑€400 and may have their scooter seized. For the first two years the direct compensation system will not apply; instead, claims will follow the ordinary insurance procedure, with the IVASS reporting injury and damage data to the Ministry every six months. Industry representative Gabriele Melluso warned that “the real problem is that the sector is still a wild west,” emphasizing enforcement challenges.
