Italy prepares Noleggio Sociale car rental program

The Italian government is preparing the ‘Noleggio Sociale’ program, an initiative designed to provide new cars to low-income families for 100 euros per month, including VAT. Managed by the Ministry of Enterprises and Made in Italy alongside the Automobile Club d'Italia (ACI), the program aims to improve mobility for those with an ISEE below 30,000 euros while encouraging the replacement of older vehicles with less polluting models.

The rental contract will last a minimum of three years, with a maximum mileage of 12,000 km per year. The monthly fee covers maintenance, insurance, road tax, and roadside assistance, though fuel remains the responsibility of the user. At the end of the 36-month period, users can choose to return the vehicle or purchase it at a 10% discount on the market value.

Due to limited vehicle availability and high expected demand, the program will operate on a ‘click day’ basis. There will be no rankings or priority scores; instead, vehicles will be assigned to those who successfully complete their online reservation first. Applications are expected to open via an ACI-managed digital platform, potentially between April and May 2027. Users will need to access the portal using Spid or Cie credentials.
