Italy proposes increased funding and autonomy for universities

Italian Minister of University and Research Anna Maria Bernini has proposed a budget increase for Italian universities as part of the 2027 Budget Law. The plan includes an additional 200 million euros on top of the existing 9.5 billion euro Ordinary Financing Fund (FFO).

These new funds are intended for energy efficiency and the development of renewable energy sources within university buildings to reduce utility costs. The goal is to redirect savings toward teaching, research, and student services. The measure also applies to conservatories, academies, and research institutions.

The proposal includes a revision of the FFO structure, potentially freeing up 270 million euros currently tied to specific purposes. This change aims to grant universities greater autonomy to adapt investments to local territorial needs. Furthermore, funding distribution criteria will be updated to account for research results, teaching quality, and student services based on annually updated parameters.
