Italian university funding and research challenges

Overview

Italian Minister of University and Research Anna Maria Bernini has identified the ‘brain drain’ as a pathological phenomenon occurring when researchers are forced to leave Italy by necessity. This issue is compounded by chronic underfunding, specifically regarding the depletion of the State Integrative Fund (FIS) and insufficient allocations to the Ordinary Financing Fund (FFO), which impacts student scholarships and social mobility.

In response, the government has proposed a budget increase for the 2027 Budget Law, suggesting an additional 200 million euros be added to the existing 9.5 billion euro FFO. These funds are intended to improve energy efficiency and renewable energy use in university buildings, with the aim of redirecting utility savings toward teaching, research, and student services.

The proposal also seeks to revise the FFO structure to potentially free up 270 million euros for greater institutional autonomy, allowing universities to better address local needs. Under this plan, funding distribution would be updated based on parameters including research outcomes, teaching quality, and student services.
