Italy reports surge in residence permits and new INPS reporting rules

New data from Istat reveals a significant increase in residence permits issued to non-EU citizens in Italy during 2025. Approximately 426,956 new permits were granted, representing a 47.2% increase compared to the previous year. This growth is primarily driven by family reunification, which saw a 61.2% rise, as well as permits for work and study. Notably, family reunification reached its highest level in fifteen years, with nearly 48% of these permits involving minors. The largest communities involved include citizens from Morocco and Albania.

Separately, INPS has issued circular 3267 regarding changes to how public administrations report employee absences. Starting in December 2026, public entities must provide more detailed information regarding Law 104 permits, extraordinary leave for disability assistance, and parental leave. These measures, introduced via the 2026 Budget Law, aim to strengthen monitoring, prevent non-compliant use of benefits, and ensure all absences are accurately traceable. While reporting obligations for employers are increasing, the existing rights to leave and permits remain unchanged.
