Italian non-EU residence permit trends

Overview

In 2025, Italy issued approximately 426,956 new residence permits to non-EU citizens, marking a 47.2% increase from 2024. This volume represents the highest level in fifteen years, second only to the 2022 peak caused by Ukrainian refugees.

The surge was largely driven by permits for study, which rose by 76%, and family reunification, which increased by 61.2%. Within family reunification permits, nearly 48% involved minors. Work-related permits also grew by 45.9%. Moroccan nationals were the largest group of recipients, followed by citizens from Bangladesh, Egypt, and Albania.

While residency permits rose, asylum applications decreased by 15.1% compared to the previous year. By the end of 2025, more than 4 million non-EU citizens held regular residence permits in Italy.
