Italy requires insurance, plates and helmets for e‑scooters, raising costs

Effective 16 July, Italy introduced mandatory liability insurance, an identification plate (targa) and a helmet requirement for all electric scooters. The plate obligation had already begun in May, while the insurance rule applies to both owners and rental operators.

Consumer group Federconsumatori estimates the first‑year expense for a purchaser at about €511.98, covering the scooter, helmet, plate and insurance. For daily renters the annual cost is roughly €274.68. Insurance premiums currently range between €100 and €200 per year, and fines for non‑compliance vary from €100‑400 up to €800 for altered devices. Federconsumatori urges greater competition among insurers and easier access to helmets for renters.
