Italy soil consumption trends show regional variations in 2025 report
The 2026 SNPA Report on soil consumption reveals divergent trends across Italy. In the Marche region, soil consumption slowed in 2025, with 174 hectares covered by artificial surfaces, a 34% decrease compared to the 2021–2024 annual average. Marche is one of six Italian regions to see a slowdown, including Emilia-Romagna, Veneto, Umbria, Trentino-Alto Adige, and Sardegna.
Nationally, soil consumption increased to 10,243 hectares, a 33.8% rise over the previous average. This represents the highest value since 2012. Approximately 27% of new national consumption is attributed to ground-mounted photovoltaic plants, which are classified as reversible consumption.
In Calabria, 178 hectares of soil were consumed in 2025, bringing the regional total to 77,118 hectares, or 5.11% of its territory. While Calabria's total consumption remains below the national average, the province of Cosenza recorded the highest annual increase with 110 hectares, accounting for over 60% of the region's new consumption.
