Italy soil consumption trends
Overview
The 2026 ISPRA-SNPA report indicates that Italy experienced a record acceleration in soil consumption in 2025. National consumption reached 10,243 hectares, marking a 33.8% rise over the previous average and the highest value recorded since 2012. This rate of loss is equivalent to approximately three square meters per second.
Regional data shows significant variation. Sicily recorded the highest loss with 1,619 hectares, followed by Lazio and Puglia. In contrast, several regions including Marche, Emilia-Romagna, Veneto, Umbria, Trentino-Alto Adige, and Sardegna saw a slowdown in soil consumption. In Marche, consumption decreased by 34% compared to the 2021–2024 annual average.
Approximately 27% of new national consumption is attributed to ground-mounted photovoltaic plants, which are classified as reversible consumption. In the province of Viterbo, consumption was largely driven by photovoltaic installations. While Lombardy maintains the highest overall percentage of artificialized territory at 12.27%, the report notes that over 2,100 square kilometers of land are potentially recoverable for green spaces and urban regeneration.
