Italy to add up to €7 fee on low‑value parcels from July 2026

From 1 July 2026 Italy will apply a €2 contribution on parcels valued under €150, as required by the 2026 state budget law. The charge will be added to the European temporary duty of €3 and a €2 management fee that will start on 1 November 2026, bringing the total extra cost to €7 for each cheap shipment.

The e‑commerce trade body Netcomm, together with logistics associations, warned that the combined levy could undermine the competitiveness of the Italian market, prompting sellers to route shipments through other EU states. A similar French measure introduced in March 2026 led to a sharp drop in customs revenue, from an estimated €400 million to €2 million per month, and caused many direct shipments to be rerouted.

Industry groups have appealed to the government for a suspension of the Italian contribution, but no action has been taken yet.
