Italy to implement new photovoltaic billing and energy sharing rules in 2026
Italy is set to implement significant changes to energy sharing and billing starting January 24, 2026. Following the transposition of the European RED3 directive through Legislative Decree No. 3, two new mechanisms will be introduced: the decoupling of photovoltaic components in energy bills and a multi-vendor model.
This decoupling allows members of energy-sharing configurations, such as renewable energy communities or collective self-consumption groups, to see a clear separation between traditional grid consumption and shared renewable energy consumption on their bills. This mechanism aims to make the economic benefits of shared energy more visible and verifiable by applying directly to the bill structure rather than through retrospective calculations.
In the private sector, companies like Open SB are shifting toward integrated energy strategies. Moving beyond simple photovoltaic installations, these approaches combine solar power with energy efficiency, storage, heat pumps, and intelligent monitoring to reduce industrial energy costs and improve building energy classes.
