Italy renewable energy billing regulation changes

Overview

Italy is preparing to implement new energy sharing and billing regulations starting January 24, 2026. Following the transposition of the European RED3 directive via Legislative Decree No. 3, the country will introduce a multi-vendor model and the decoupling of photovoltaic components in energy bills.

This decoupling is designed to separate traditional grid consumption from shared renewable energy consumption for members of renewable energy communities or collective self-consumption groups. The mechanism intends to make the economic advantages of shared energy more visible and verifiable by applying changes directly to the bill structure rather than relying on retrospective calculations.
