Italy to restrict Euro 5 diesel vehicles in major cities from 2026

Starting October 1, 2026, new driving restrictions will take effect in several Italian regions to combat air pollution, specifically targeting Euro 5 diesel vehicles. In Lombardy, M1 category diesel vehicles will be prohibited from circulating in urban areas of cities with more than 100,000 inhabitants—including Milan, Brescia, Monza, and Bergamo—on weekdays between 7:30 and 19:30.

In Emilia-Romagna, restrictions for Euro 5 diesel cars will apply from October 1 through March 31, on weekdays between 8:30 and 18:30. These measures will affect municipalities with more than 30,000 residents, the greater Bologna area, and other participating municipalities. The implementation was delayed by one year from the original 2025 plan.

Different timelines apply to commercial vehicles: M2, N1, and N2 category vans and light commercial vehicles face restrictions starting October 1, 2027, while M3 and N3 categories are scheduled for October 1, 2028. Additionally, the City of Milan has postponed restrictions for Euro 2 and Euro 3 two-stroke motorcycles and scooters in Area B and Area C until October 1, 2027.

In Lombardy, the MoVe-In system offers an alternative, allowing drivers to continue using restricted vehicles by installing a black box and adhering to an annual mileage limit.
