Italy's agriculture bill passes commission, earmarks €1 billion for sector
The Italian Chamber of Deputies' XIII Agriculture Commission voted to advance the government‑draft law C.2670, known as the “Coltivaitalia” bill. The measure allocates more than €1 billion to modernise the agri‑food sector, strengthen strategic value chains, support young farmers and bolster national food sovereignty.
Key provisions include: free ten‑year leases of 8,417 hectares for farmers aged 18‑41, a €300 million Food Sovereignty Fund to back strategic crops such as wheat and soy, a €300 million “Allevamento Italia” programme for livestock, a €300 million National Olive Plan for replanting and revitalisation, and a €3 million extension of the Xylella emergency commissioner until the end of 2028.
The commission held two voting sessions on 17 June 2026, signalling an accelerated timetable. Agriculture Minister Francesco Lollobrigida said the bill will now move to the full chamber and, pending Senate approval, is expected to be enacted by the start of the autumn season.
