Italian agriculture crisis: price collapse and climate heat

Overview

The Italian agricultural sector is facing a dual crisis of collapsing commodity prices and extreme climate shocks. In the olive oil industry, prices have plummeted by up to 50%, with market rates falling below €4.50 per litre, well under the cost of production. In response, Minister Francesco Lollobrigida issued a circular strictly prohibiting the labeling of blended oils as “extra-virgin” to combat fraud and protect the “green gold” brand. Authorities have also conducted major seizures of fraudulent oil in Livorno and Palermo.

Simultaneously, the durum wheat sector is in turmoil. Farmers have staged protests at the ports of Bari and Ravenna, denouncing a price collapse—with wheat selling as low as €0.19 per kilogram—and an influx of cheap imports. Producers are demanding stricter port inspections and the use of advanced traceability technologies like isotopic mapping to prevent market speculation.

Climate change is exacerbating these financial strains. A severe 2026 heatwave has caused an estimated €1.5 billion in damages due to water scarcity and reduced yields. Confesercenti estimates the broader annual cost of extreme heat at €6–12 billion, describing it as a “real climate tax.”

To mitigate the crisis, the government is advancing the “Coltivaitalia” bill, which earmarks over €1 billion for sector modernization, including a €300 million National Olive Plan. Additionally, the Ministry has announced accelerated advance payments for farmers to provide much-needed liquidity during this period of instability.
