Italy's Antitrust Authority and IVASS Launch Auto Insurance Competition Probe
The Italian Competition Authority (AGCM) and the insurance regulator IVASS have opened a joint knowledge investigation into the motor liability (RC Auto) insurance market. The probe aims to identify any barriers to competition and to increase transparency for consumers.
Key areas under review include the bonus‑malus rating system, risk class allocations, the direct compensation procedure, the use of black‑box devices to monitor driving, and the effectiveness of price‑comparison tools. The investigation follows a public consultation call for input from market participants and consumers.
Announced by IVASS President Paolo Angelini during the agency’s annual report on 18 June 2026 in Rome, the initiative comes as the sector records premium collections of about €13.5 billion in 2026, with a 3.5 % premium increase year‑on‑year. Officials note that the premium gap between Italy and other EU countries such as Germany, France, Spain and the UK has narrowed significantly, underscoring the push for a more competitive and fair market.
