Italy PNRR funds face scrutiny over incomplete projects

Debate has intensified regarding the implementation of the National Recovery and Resilience Plan (PNRR) in Italy. Senate data indicates that only 23.7% of PNRR financial resources nationwide are associated with completed projects. In Benevento, opposition councilors claim that 40 million euros of the 60 million available are tied to incomplete works, such as school renovations and the Malies-Orsoline project, risking the loss of funds due to missed deadlines.

In response, Benevento Vice Mayor Francesco De Pierro defended the administration, stating that the city has already spent over 70% of its allocated resources and is working to meet community roadmaps. He highlighted several completed or nearing completion projects, including digital infrastructure and welfare stations.

Separately, the Italian Court of Cassation has issued a ruling regarding prison overcrowding. The court determined that the burden of proof for compensation claims now rests with the Prison Administration (DAP) rather than the inmates. Under this ruling, inmates only need to provide dates and locations of detention to trigger a presumption of truthfulness, shifting the responsibility to the state to prove conditions were compliant with human rights standards.
