Italy's center-right reopens debate on electoral law runoff

The Italian center-right majority is revisiting the electoral law reform, specifically reconsidering the inclusion of a runoff voting mechanism (ballottaggio) that had previously been set aside. Political leaders are expected to meet on Monday to finalize amendments before the Tuesday noon deadline.

The discussion focuses on ensuring stability and a governance premium. Under the current proposal, a coalition needs a 42 percent threshold to secure the majority prize. Concerns have been raised that without single-member districts, the coalition might struggle to reach this requirement.

While Senate President Ignazio La Russa of Fratelli d'Italia has supported the runoff idea, the Lega party has historically opposed it. Prime Minister Giorgia Meloni, who previously expressed reservations, has reportedly endorsed further investigation into the proposal. Other aspects under review include anti-fragmentation rules, gender balance for list leaders, and fixed lead candidates.
