Italy healthcare faces funding gap and new management contract
The Italian National Health Service (SSN) is facing significant financial and structural challenges, according to the 9th Gimbe Foundation Report. The report highlights a virtual loss of 18.8 billion euros in healthcare funding relative to GDP, driven by inflation and stagnant resource allocation. Experts suggest an additional 32 billion euros will be required over the next three years to meet healthcare needs and prevent a system collapse.
In response to labor demands, a preliminary agreement for the 2025-2027 healthcare management contract has been signed. The deal covers approximately 137,000 healthcare managers, including 120,000 doctors. It provides an average monthly gross salary increase of 560 euros for 13 months, expected to be fully implemented by 2027. The agreement also introduces new provisions regarding professional career paths, welfare, and the regulation of artificial intelligence in the workplace, alongside enhanced protections against aggression.
Regional disparities remain a critical issue. In Campania, high rates of patients renouncing care and significant healthcare mobility costs underscore growing inequalities. Meanwhile, in Sicily, medical staff shortages are worsening, with a negative balance of doctors due to retirements and resignations. Efforts to stabilize staff continue at the local level, such as in Palermo, where 65 professionals are being transitioned to permanent contracts.
