Italy's Parliament Faces Wave of Amendments to New Electoral Law

Opposition parties in the Italian Chamber of Deputies – including the PD, M5S, AVS, IV and +Europa – are preparing to submit roughly a thousand amendments to the recently approved electoral law ahead of the constitutional affairs committee meeting on June 11. The proposals cover a range of issues: reinstating the Mattarellum system, blocking the law’s entry into force if an early election is called, ensuring gender‑parity quotas, allowing expatriate voting, and addressing representation for Trentino‑Alto Adige and the Valle d’Aosta. AVS is pushing for a hybrid uninominal‑proportional constituency model, while M5S seeks a fully proportional system with small districts, electoral thresholds and preferential votes.

The governing majority is awaiting opposition‑driven improvements, particularly on regional voting rules, before formally endorsing the text. Some centre‑right factions have opted not to introduce their own amendments in committee, preferring to act later in the full chamber. The deadline for filing amendments in the constitutional affairs commission is 12:00 p.m. on Thursday, June 11.
