Italy's PNRR-funded environmental projects face implementation hurdles

Reforestation efforts in the Ostia district, financed by the national recovery plan (PNRR) with a budget of €2.35 million, have been plagued by dry plantings, waste accumulation, and delayed irrigation, which may not be stable until 2028. Critics such as association president Jacopa Stinchelli say most saplings have died, while city officials cite contract clauses that require replacement of dead trees and five‑year maintenance.

At the same time, the PNRR is backing a €700 million “cold‑ironing” programme to electrify Italian ports and eliminate diesel emissions from docked ships. Pilot installations are underway at Genoa, Civitavecchia, Livorno, Venice and Gioia Tauro, where a 19 000‑TEU container vessel successfully shut down its auxiliary engines using shore power. The plan aims to provide up to 80 MW of shore‑side electricity and expand the network across the Mediterranean, but technical and grid‑capacity challenges remain.
