Italy's PNRR implementation stalls in Barletta and energy community funding

The municipality of Barletta has reported that only 23.8% of its €44.7 million PNRR allocation has been spent, leaving roughly €34 million of strategic investments untouched. This makes Barletta the lowest‑spending provincial capital in Puglia and has prompted the local Five Star Movement to call for an urgent, single‑topic council meeting to address the delays and prevent possible fund withdrawals.

At the national level, the Gestore dei Servizi Energetici (GSE) said that out of more than 15,000 applications for PNRR support to renewable energy communities, about one in three were rejected after the Ministry of the Environment and Energy Security cut the earmarked funding from the originally planned €2.2 billion. The ministerial decision leaves many projects unfunded despite assurances of additional resources.
