Jamaican Minister Andrew Wheatley Wins Injunction Against Integrity Commission

The Supreme Court of Jamaica granted Cabinet Minister Dr. Andrew Wheatley an injunction that bars the Integrity Commission from filing charges of illicit enrichment until a judicial review is heard. The court also approved Wheatley’s application for leave to pursue the review and recommended that the case be heard by a three‑judge panel.

The Integrity Commission had alleged that Wheatley’s assets, valued at about $164 million, were disproportionate to his lawful earnings between 2013 and 2022. Wheatley denied the allegations, arguing that the commission ignored roughly $168 million in rental income earned over a decade. He is represented by a legal team that includes King’s Counsel Ransford Braham, Abe Dabdoub and Neco Pagon, while the commission is represented by King’s Counsel Kevin Powell.
