Jammu & Kashmir drafts Minor Mining Policy 2026 to curb illegal extraction

The Jammu & Kashmir government is preparing a Comprehensive Minor Mining Policy for 2026 aimed at tightening regulation of minor mineral resources, curbing illegal mining and establishing a technology‑driven, transparent management framework. The draft was discussed in a high‑level meeting chaired by Chief Secretary Atal Dulloo, with senior officials including Additional Chief Secretary for Mining Ashwani Kumar and representatives from the Pollution Control Committee. The policy will align with central minor‑minerals legislation, adopt best practices from states such as Odisha, and safeguard traditional mining communities through a digital ecosystem.

Key proposals include a single‑window clearance system, an end‑to‑end “mine‑to‑market” digital tracking platform with e‑challans, geo‑fencing and real‑time transport monitoring, periodic revision of penalties, third‑party audits of private‑land extraction, scientific assessment‑based replenishment rates, whistle‑blower protection and stronger environmental compliance measures. The Centre for Innovation, Technology Assessment and Good Governance (CITaG) will incorporate stakeholder feedback before finalising the policy.

The initiative seeks to improve efficiency, prevent sub‑letting of mining rights, prioritize mineral supply for government projects and enhance enforcement against habitual offenders.
