Jammu & Kashmir mining regulation reforms

Overview

In July 2026, the Jammu & Kashmir government drafted a Comprehensive Minor Mining Policy aimed at tightening regulation of minor mineral resources. The proposal emphasized a technology-driven framework, including a single-window clearance system, digital “mine-to-market” tracking, geo-fencing, real-time transport monitoring, periodic penalty revisions, third-party audits, and whistle-blower protection.

By early August 2026, officials moved from drafting to enforcement. M Y Tarigami, Chairman of the Legislative Assembly’s Environment Committee, called for “zero tolerance” against illegal mining, urging the use of satellite surveillance, GPS tracking, e-permits, and a unified mining portal. He stressed the need for stronger coordination between revenue, police, forest, and district administrations to protect the environment and maximize revenue.

Simultaneously, Deputy Chief Minister Surinder Choudhary directed the rapid operationalization of specific projects, including a limestone mine at Khrew and additional gypsum blocks in Ramban, to boost industrial development and job creation. He emphasized that mineral wealth must be harnessed through scientific and transparent practices.

Recent enforcement data presented to the Lok Sabha indicates that while the Mining Surveillance System (MSS) recorded 24 triggers in Jammu and Kashmir over the last five years, only one case of unauthorized mining was confirmed via field verification in Pulwama. Despite this, local police have conducted active crackdowns, seizing 33 vehicles and pieces of heavy machinery—including JCB machines, tractors, and tippers—across the Pulwama, Ganderbal, Shopian, and Baramulla districts for unauthorized extraction and transport of minerals.
