Japan considers adding nuclear submarine research to security documents

The Japanese government is considering including references to nuclear-powered submarines in its revised key security documents by the end of the year. Rather than a definitive commitment to acquisition, the proposal suggests listing nuclear propulsion as a subject for further research and debate to strengthen national deterrence.

This potential shift comes as experts and coalition members address increasing military activity from China in the Pacific. Some members of the Japan Innovation Party have urged the government to adopt such vessels, noting that submarines capable of vertical missile launches require nuclear power.

However, the move faces significant legal and political hurdles. Current Japanese law restricts the use of nuclear energy to peaceful purposes, and previous administrations have maintained that the Atomic Energy Basic Act prevents using nuclear power for Self-Defense Force vessels. While some officials suggest that including the topic in official documents would facilitate concrete discussions regarding costs and simulations, internal coordination within the ruling Liberal Democratic Party remains cautious.
