Japan expands price escalation clauses for local government service contracts

A survey by the Ministry of Land, Infrastructure, Transport and Tourism reveals an increasing trend among Japanese local governments to implement price escalation clauses for non-construction services. While only four prefectures have currently introduced these clauses for tasks such as design, investigation, and surveying, 19 more are considering implementation, and 10 ordinance-designated cities are in the deliberation stage.

This shift aims to address unpredictable price fluctuations driven by global economic conditions. Many local governments are working to simplify procedures and improve operations, such as reducing required documentation for proof of purchase or adopting flexible timelines for claims. Additionally, several prefectures are incorporating provisions into unit-price contracts that allow for negotiations and adjustments when contract prices become inappropriate due to changes in material or labor costs.
