Japanese government initiatives for fair pricing

Japanese local and regional governments are implementing measures to address economic fluctuations and ensure fair pricing for service providers and small and medium-sized enterprises (SMEs).

Initially, efforts focused on public sector contracts. A survey by the Ministry of Land, Infrastructure, Transport and Tourism indicated that local governments are increasingly adopting price escalation clauses for non-construction services, such as design and surveying, to manage unpredictable costs driven by global economic conditions. Many jurisdictions are working to simplify documentation and allow for price adjustments in unit-price contracts when labor or material costs change.

Subsequent actions have expanded to broader regional initiatives aimed at protecting SMEs in the private sector. In Kyoto, authorities have requested that major companies optimize subcontracting transactions to prevent payment delays and ensure fair pricing. In Kanagawa, the government is promoting the ‘Partnership Construction Declaration,’ a system that encourages large companies to publicly commit to fair trade practices in exchange for incentives such as preferential treatment for subsidies and low-interest loans.
