Japan created a new centralized intelligence body, the National Intelligence Bureau, which formally began operations on 31 July 2026. Prime Minister Sanae Takaichi will chair the inaugural meeting of the accompanying National Intelligence Council, a cabinet‑level body that includes nine senior ministers.

The bureau replaces the previously fragmented Cabinet Intelligence and Research Office and consolidates intelligence activities from the ministries of Foreign Affairs, Defense, Justice, Finance and the National Police Agency. It is staffed by roughly 730 personnel and is led by veteran police official Kazuya Hara. The government intends to draft an anti‑espionage law and consider establishing an external foreign‑intelligence agency comparable to the CIA or MI6. Chinese state media have criticised the choice of the 31 July launch date, linking it to the World War II Unit 731 atrocities.
