Japan establishes National Intelligence Agency

In late July 2026 Japan moved from legislation to operation. On 31 July the newly created National Intelligence Bureau began formal activities, chaired by Prime Minister Sanae Takaichi, who also convened the inaugural meeting of the National Intelligence Council comprising nine senior ministers.

The bureau, led by veteran police official Kazuya Hara, consolidates intelligence functions from the foreign, defence, justice, finance ministries and the National Police Agency and is staffed by roughly 730 personnel. The government is preparing an anti‑espionage law and is evaluating the possible creation of an external foreign‑intelligence service modelled on the CIA or MI6.

Chinese state media have criticised the choice of the launch date, linking it to the World War II Unit 731 atrocities. The reform continues to draw attention domestically and from Western allies who were consulted on its design.
