Japan moves to designate a secondary capital amid disaster‑preparedness push

Japanese lawmakers have approved a bill that will create at least one backup capital for the country. The legislation aims to safeguard government operations in the event of a major natural disaster, noting a roughly 70% chance of a magnitude‑seven earthquake striking the Tokyo metropolitan area within the next 30 years. The move also seeks to reduce the over‑concentration of political and economic activity in Tokyo by investing in new government facilities, transport links and tax incentives in the designated city.

Cities vying to become the secondary capital include Osaka, a major port city known for its vibrant nightlife and renowned food scene, and Fukuoka on the northern coast of Kyushu, celebrated for its beaches, mountain trails and historic sites. Both locations are being promoted as attractive alternatives that could host key political and economic functions should Tokyo become incapacitated.
