Overview

In late July 2026 Japan’s Diet narrowly passed a law establishing a “sub‑capital” framework to decentralise functions from Tokyo and provide a disaster backup. Osaka Prefecture quickly announced its intention to apply, with its governor advocating an “Osaka Metropolis” model that would reorganise the city into special wards and serve as an operational hub.

Within days, other regions joined the contest. Governors of Gunma and Kyoto prefectures declared their plans to seek the secondary‑capital designation, highlighting low disaster risk, proximity to Tokyo and transport links (Gunma) and historic precedent (Kyoto). Osaka, Fukuoka and now Gunma and Kyoto illustrate a growing regional competition to host alternative governmental functions under the new legislation.
