Japan pension reforms to affect survivor benefits and basic pension additions
Japan is implementing changes to its pension system, including reforms to survivor welfare pensions and updates to pension additions.
Starting in April 2028, the duration of survivor welfare pensions will be revised for certain individuals. For those under age 60 at the time of a spouse's death, benefits may be limited to a five-year period, though exceptions exist for those raising children or those who were already receiving benefits. Individuals aged 60 or older generally remain eligible for indefinite benefits, though receiving both survivor and old-age welfare pensions may result in the suspension of the survivor portion to allow for the full old-age pension amount.
Additionally, the transfer addition for the old-age basic pension for the 2026 fiscal year has been set. This addition applies to individuals born before April 1, 1966, after their spouse's dependency addition ends at age 65. The annual amount for 2026 will range from 16,335 yen to 243,100 yen depending on the recipient's date of birth. Recipients may need to file notifications if their spouse's pension enrollment period exceeds 240 months after the recipient turns 65.
