Japan pension and social security reforms
Overview
Japan is implementing several updates to its pension and social security systems for the 2026 fiscal year. The Pensioner Support Benefit will increase by 3.2% due to inflation. This benefit, which includes Old-age, Disability, and Survivor types, is available to individuals whose public pension and other income fall below specific thresholds. For the Old-age Pensioner Support Benefit, recipients must be 65 or older, receive the Old-age Basic Pension, and have all household members exempt from municipal inhabitant tax. As of September 2026, the Japan Pension Service has begun distributing claim forms to eligible individuals. For the 2026 fiscal year, the standard benefit amount is set at 5,620 yen per month for those who have paid all required insurance premiums. Public pension benefits are set to increase for the fourth consecutive year in fiscal 2026. Under the new revision, the model monthly amount for a married couple is expected to exceed 230,000 yen, with specific estimates for a two-person household reaching 237,279 yen. Additionally, the 2026 National Pension full amount is set to increase by 1.9% to 70,608 yen per month, while the earnings-related portion of Employees' Pension Insurance is expected to see a 2.0% increase. To support working seniors, the threshold for the ‘earnings-related pension’ (Zaishoku Rourei Nenkin) will rise from 510,000 yen to 650,000 yen in April 2026. Economic data highlights ongoing financial challenges for retirees. While the average annual salary for private-sector employees is 4.78 million yen, significant gender disparities exist, with men averaging 5.87 million yen and women 3.33 million yen. Retirement security is a growing concern; for single households in their 60s, the median financial asset holding is 3 million yen, compared to an average of 13.64 million yen.
